The Order of the Red Banner of Labour Valour was instituted in 1926 as the Order of Literacy Valour. It was re-named the Order of Civil Valour in 1931, then re-named again, this time as the Order of the Red Banner of Labour Valour in 1945. It was awarded for services in education, agriculture, health and industry.
