Citation:

Comrade Belyanin has been at the front since the beginning of the Patriotic War. All the time he works on staffing the troops with command staff. He personally formed a large number of units and formations, and under his leadership many tank units were formed and staffed with command staff. He skillfully selects the command staff of tank troops.
He personally visits units studying the command staff in combat conditions.
The department under his leadership works well. The work on assigning military ranks corresponds to the current requirements for accounting of command staff.
Personally brave, combat commander. In the first days of the war he helped Major General Comrade Alekseyev organize the defense on the Berezina River from isolated, disparate units.
For all this he deserves to be awarded the Order of the Red Star.

The Order of the Red Star was a military decoration of the Soviet Union. It was established by decree of the Presidium of the Supreme Soviet of the USSR of 6 April 1930.

The Order of the Red Star was awarded to soldiers of the Soviet Army, Navy, border and internal security forces, employees of the State Security Committee of the USSR, as well as NCOs and officers of the bodies of internal affairs; to units, warships, associations, enterprises, institutions and organizations; as well as to military personnel of foreign countries.
