The badge was awarded to members of the Russian Red Cross Society of both sexes for services to the Society during military operations and public disasters or for long-term useful activity in peacetime, as well as for a one-time donation of at least 5,000 rubles. It was worn on the left side of the chest. The inscription on the badge: “LOVE YOUR NEIGHBOR AS YOURSELF” is a biblical quotation in Church Slavonic, translated into Russian: “Love your neighbor as yourself.”
