Citation:

Working as a regiment engineer, he showed himself to be an exceptionally brave and proactive commander in the battles from January 12 to January 19, 1942, Comrade Fotkin was always in the battle formations of the units. He personally took part in the destruction of the enemy. Before the battles, he worked tirelessly to prepare assault groups. On January 18, 1943, during the enemy’s counterattack, Comrade Fotkin personally led a group of fighters, inspiring them with his bravery to defeat the enemy. In this battle, he captured 32 soldiers and delivered them to the regiment’s command post. For bravery and courage, he is worthy of the government award of the Order of the Patriotic War, 1st calss.

The Order of the Red Banner was the first Soviet military decoration. The Order was established on 16 September 1918, during the Russian Civil War. It was the highest award of Soviet Russia, subsequently the Soviet Union, until the Order of Lenin was established in 1930. Recipients were recognised for extraordinary heroism, dedication, and courage demonstrated on the battlefield. The Order was awarded to individuals as well as to military units, cities, ships, political and social organizations, and state enterprises. In later years, it was also awarded on the twentieth and again on the thirtieth anniversary of military, police, or state security service without requiring participation in combat (the “Long Service Award” variant).
